FUTURE COMBUSTION ENGINE POWER PLANT

Competitive edge by breakthrough emission reduction in combustion engine power 
plants 
 
Centre for Science, Technology and Innovation (CSTI) for Energy and Environment, 
CLEEN Oy launches an ambitious 38 Meur research programme for three years aiming 
at 80% reduction in combustion engine power plant emissions. The programme has 
been developed and is to be executed by a wide cross-functional consortium 
including the leading technology providers and research institutes. 
 
Future Combustion Engine Power Plant (FCEP) - research program is focused on the 
research topics and development efforts in the area of reciprocating engine 
technologies and related power plant technologies. The key areas of research 
will include improvements in combustion process, energy efficiency, emissions 
reduction methods, heat recovery systems, and power conversion technologies. In 
addition, fuel flexibility and the use of renewable fuels in combustion engines 
are central research areas. "FCEP-programme is considered essential by the 
companies executing the programme in order to maintain the leading position in 
the global markets as well as to meet the requirements of tightening 
environmental regulation now and in the future", states Mr. Erkko Fontell the 
chairman of the programme preparation committee. 
 
The programme objectives and scope has been set by the industry together with 
the research institutions enabling deep cooperation in joint programme execution 
and promoting breakthrough innovations in wide interfaces. The programme 
development and execution is facilitated by CLEEN Oy. "This 50/50 
(industry/research community) resourced research programme is an essential 
complementation in to CLEEN Oy’s research programme portfolio aimed to increase 
Finland’s attractiveness for the R&D operations of the world leading technology 
providers", says Dr. Tommy Jacobson, CEO of CLEEN Oy. 
 
The approach chosen by CLEEN Oy is based on strong industry guidance and 
commitment with wide cross-functional cooperation from the very beginning of 
research programme initiation. "The FCEP program addresses the critical areas of 
success in the changing energy markets. The wide collaboration between the 
industries and research institutes is essential when maintaining the 
competitiveness of Finnish Industries. The consortium members are excited to 
work in the frames of the newly established CSTI’s in collaborative manner 
towards common objectives", confirms Mr. Juha Kytölä CEO of Wärtsilä Finland Oy. 

The total costs of the FCEP programme is 38 Meur. It will be covered by the 
participating companies (10.2 Meur) and research institutes (5.0 Meur). The 
remaining 22.7 Meur has been applied from the Finnish Funding Agency for 
Technology and Innovation (Tekes). The three year programme will start on 
January 1st, 2010 and end December 31st, 2012. 
 
The consortium consists of the leading combustion engine and power equipment 
manufacturers, supported by the research institutes and universities in the 
area. Partners of the consortium, which are seventeen, represent high-level 
technical and scientific excellence. The leading company members of the 
consortium are Wärtsilä Finland Oy, Agco Sisu Power Oy and ABB Oy. The main 
research institutes include Technical Research Centre of Finland, Helsinki 
University of Technology, Tampere University of Technology, Lappeenranta 
University of Technology, and University of Vaasa. In addition, Metso Power Oy, 
Metso Automation Oy, Wapice Oy, Ecocat Oy, Gasum Oy, Centre for Metrology and 
Accreditation, University of Oulu, Turku University of Applied Sciences and Åbo 
Akademi University will participate in the project. 
 
CLEEN Oy was established in 2008 to facilitate and coordinate world class
